Yes, I re-downloaded the program and created a new disk image.

There are known problems with xACT on Jaguar. Scott Brown, the creator, is currently working with some Jaguar users to fix it.

If greenone is right, then I'm not sure what to suggest to you, HwwWhat. MacFLAC seems to have disappeared from most major download sites (they all refer to Dan Gruel's website, which seems to have been taken down). It seems to have some difficulty decoding large files, anyway. xACT is very easy to use and handles SHN and a couple of other formats in addition to FLAC...but that doesn't help you if it's not compatible with OS 10.2.

Aside from updating to a OS 10.3 or 10.4, the available alternative would seem to be xtifr's route: build FLAC from the source code ( http://flac.sourceforge.net/download.html ). But I'm not the person to walk you through the command line.

Actually, there seems to be a prebuilt version of bare flac for OS/X on the download page you referenced. It says, "no installer", but that's still got to be easier than trying to build it yourself if you have no experience building software. (Although compiling software, unlike writing it, is usually not very hard.)
